The file ABC_SD.dvr-ms demonstrates the "stuck frame" problem.  
The video stays on the first frame for roughly 8 seconds.  This
problem is discussed on the ffmpeg dev list in the thread 
"Audio Video Sync issue with dvr-ms files"
