Only a minor problem found with the bitstream.

However the reconstructed samples provided by the author of the
bitstream are incorrect (see email).

This is to report that I have decoded bits_conf_lep_11, and I have
the following remarks:

1) In sequence_header(), I find an illegal aspect_ratio_information (8).

2) I am not able to get a perfect match with your reconstructed frames.
2.090% % of the pels have a mismatch of +-1.

Once again, this mismatch may be explained by the fact that you did
not use a floating-point implementation of IDCT to produce this
bitstream.

I think that it is better to use floating-point IDCT to produce
bitstreams (ans reconstructed frames) for Video Conformance Testing.
Unfortunately this point not mentionned in the AHG report produced in
Paris.

I will document these problems and put this bitstream on the tape.
