This file is a DVB TV capture, to test the DVB subtitle decoder. It contains an english subtitle stream on PID 0x19b1.

The most convenient way to test the decoder is to enable DEBUG_SAVE_IMAGES in dvbsubdec.c

A more rigorous test is to run the output of the decoder into the dvbsub encoder, and then see what the decoder makes of that.
